For a regulated fintech, a single stablecoin payment is rarely a single event. It is a chain transaction, an internal balance update, a compliance decision, and a fiat movement that usually spans different providers and occurs on different timelines. The transfer itself can settle in seconds, but the records needed to prove what happened often take far longer to line up.
A $50,000 USD Coin (USDC) payout completes on-chain in four seconds; the reconciliation takes three days across four systems: a payment service provider, a custodian, an exchange, and a bank. Each maintains its own ledger, timestamps, and identifiers, and yet, no one can tell regulators which USDC arrived before the sell order
Under the GENIUS Act and the proposed Treasury Department rules for permitted payment stablecoin issuers, this reconciliation gap shows that books-and-records and sanctions controls are not doing their job.
Stablecoin infrastructure still treats the chain as just another rail under the product ledger. Therefore, there is no single place that cleanly links an on‑chain transaction hash, the internal customer balance, and the fiat legs at the bank.
Regulators now expect the link between the chain, ledger, and bank to exist and to be reliable in near real time, because they are supervising these issuers under the same playbook they use for banks and money transmitters. Designing stablecoin payments means starting from a fintech regulation perspective and building the product ledger, flows, and reconciliation around it.
A stablecoin payment is a value transfer settled on a shared blockchain ledger using tokens pegged to fiat currencies. The important detail is that the settlement record lives on a public ledger, and that single change reshapes reconciliation, custody, and reporting downstream.
Compare stablecoins to the rails they sit alongside. Traditional networks like SWIFT, ACH, and SEPA are messaging systems, meaning they pass instructions between banks, while each bank keeps its own books. The money moves later, separately from the message, which is why your product ledger ends up as the record you rely on.
Stablecoin transfers work differently because transactions are recorded directly on a shared ledger, and once the network confirms them, the payment is complete. Moving from many private ledgers to a single shared ledger is what makes on-ramps, off-ramps, and stablecoin sandwiches behave so differently from traditional rails.
Every stablecoin payment your infrastructure runs through is one of three shapes: an on-ramp that converts fiat to stablecoin, an off-ramp that converts stablecoin back to fiat, or a "stablecoin sandwich" that combines both legs for cross-border transfers.
The on-ramp starts when a customer sends a wire to the issuer's virtual account number and the issuer's bank confirms receipt. The orchestration layer calls the issuer's mint API; the issuer's smart contract mints tokens on-chain; and, after sufficient block confirmations, the customer's wallet is credited.
Each step operates on an independent timeline. Wire transfers clear during banking hours and are treated as final once the receiving bank credits the account. Recall is possible in fraud or sanctions cases. Compliance checks can take seconds to days, depending on review triggers, and blockchain confirmation times vary by network. Between steps one and four, the orchestration layer must track each leg independently.
The mint event and the customer-facing on-ramp are not necessarily the same transaction, since issuers commonly pre-mint stablecoin inventory to meet demand. The product ledger must distinguish between a live mint call and a distribution from pre-minted supply.
The off-ramp converts a stablecoin back to fiat and carries a higher architectural risk because the destruction of value occurs before fiat is delivered. The customer sends a stablecoin to a designated wallet; the orchestration layer waits for block confirmations, screens the source wallet through compliance checks, and then calls the issuer's redeem API. The issuer's smart contract burns the tokens and initiates fiat disbursement.
If the destination bank rejects the wire or the account is closed, the stablecoin has already been destroyed, and recovery requires either re-issuance to the originating wallet or manual fiat credit. The risk of burning tokens before fiat lands only becomes acceptable when the product ledger and orchestration layers handle failures deterministically.
When an on-ramp and an off-ramp are stacked for cross-border value movement, the result is the stablecoin sandwich, which inherits the timing mismatches of both legs. Value moves on-chain, while the fiat legs at both ends inherit ACH, SEPA, or SWIFT timing, with foreign-exchange conversion occurring on centralized or decentralized exchanges.
Because the on-chain leg settles in seconds, the architecture must handle a payment that is simultaneously "settled on-chain" and "pending in fiat" at both endpoints.
On-ramps, off-ramps, and sandwiches are easy to name, but the moment you run them in a regulated environment, the architecture around these three stablecoin payments starts to matter more than the flows themselves.
Stablecoin payment infrastructure for regulated fintechs relies on six architectural areas, each tied to a specific regulatory or operational failure mode:
Reserve tracking requires joining two data sources: on-chain token contract state across all approved chains and an internal minting authorization ledger tracking pre-authorized but unminted supply. Most attestation methodologies treat the operative liability as circulating on-chain supply, adjusted for authorized-but-unissued tokens. Raw on-chain supply misstates the liability when pre-minting and distribution are not modeled explicitly.
Minting creates new assets on the blockchain, and burning destroys assets permanently; each phase requires distinct accounting treatment. Double-entry accounting enforced at the product ledger level gives every mint and burn an equal and opposite posting, which is what lets a control account return to zero.
Teams typically use a mint-and-burn control account that resets to zero at the end of each cycle. If the account does not return to zero, the product ledger needs to be investigated before reserve movement and token supply can be treated as reconciled.
Multi-rail settlement means handling fiat and blockchain rails within a single consistent state model, because the two rails make different assumptions about timing, finality, and revocability. ACH transactions can be returned well after initiation, while stablecoin transfers are effectively final after network confirmation.
Multi-asset support — tracking fiat, digital assets, and custom tokens in the same programmable product ledger — is the foundation a multi-rail state model needs to map every rail's events into a single coherent view.
Fund segregation in stablecoin stacks typically occurs via omnibus wallets. An omnibus account is a single pooled account holding funds on behalf of many underlying owners, with ownership tracked at the books-and-records level.
The on-chain equivalent is a single wallet address holding stablecoin balances for many customers. In omnibus structures, a customer's legal claim runs against the product ledger entry, not the bank account balance, making the product ledger the operative record of customer ownership.
Under the GENIUS Act, reserves must be maintained as identifiable assets backing outstanding stablecoins, with bankruptcy provisions giving holders priority claims to required reserves. Europe's Markets in Crypto-Assets Regulation (MiCA) requires reserve assets to be held separately from the issuer's own assets, so the product ledger must explicitly enable on-demand demonstration of reservable assets.
The GENIUS Act requires monthly reserve composition reports examined by a registered public accounting firm, with CEO and CFO certification and penalties for knowingly false certifications. The Office of the Comptroller of the Currency's proposed rule adds required fields, including the average tenor and the geographic location of custody for each category of reserve instrument.
The Digital Operational Resilience Act (DORA) subjects MiCA-authorized crypto-asset service providers to information and communication technology risk management requirements, including identifying, protecting against, detecting, responding to, and recovering from incidents.
Account modeling for stablecoin flows requires a chart of accounts that spans both fiat and on-chain rails with four constraints that hold continuously:
Every posting through the mint and burn control account needs on-chain transaction hashes stored as queryable metadata, since the hashes are the link between the product ledger and the on-chain record.
When any one of these six areas is treated as an afterthought, failures show up in production.
The same five failure modes repeat across stablecoin stacks: independent parts that collapse into a single status field, fragmentation across ledgers, foreign-exchange timing mismatches, reconciliation debt, and audit gaps.

Each step can move forward only after the one before it lands in the right state. Stacks that flatten all four into a single "payment status" field hide what's really happening. Failures show up too late as the tokens are already burned, the fiat transfer has failed, and there's no way to recover.
Every stablecoin operator has to reconcile four separate records: the public blockchain, the custodian's books, the product ledger, and the bank's ledger.
Without a connectivity layer that can take a single blockchain event and update the right entries across the product ledger, small mismatches quietly pile up until they become a regulatory finding or a write-down.
Foreign exchange losses on stablecoin flows often look like operational mistakes, but they come from the rails themselves. In some corridors, the rate implied by stablecoin trading drifts noticeably from the official rate, and any pricing layer that assumes a single, stable rate will lose money exactly where the gap is widest. Blockchains run 24/7, but banks don't, so there are windows where the rate you quoted simply can't be filled.
Reconciliation debt builds up when end-of-day batch processes meet payments that settle in seconds, around the clock. Failed transactions that still cost fees, transactions stuck waiting to be processed, fee bumps, and chain reorganizations all create mismatches between what's on-chain and what's in your books — and none of these conditions have a clean equivalent in traditional payments. Past stress events around fiat-backed stablecoins show how quickly the assumption of a steady 1:1 peg can wobble. In March 2023, USDC briefly traded as low as $0.88 after Circle disclosed that $3.3B in reserves were trapped at Silicon Valley Bank.
Reconciling continuously, rather than once a day, turns these mismatches into visible drift instead of surprise write-downs.
Audit gaps come with real financial penalties. The Commodity Futures Trading Commission fined Tether $41 million in 2021, finding that Tether tracked its reserves manually and couldn't show their true status in real time. Reserves were also reportedly topped up right before point-in-time reviews.
Under the GENIUS Act rulemaking, FinCEN has proposed penalties of up to $100,000 per day per violation for material non-compliance.
An immutable, bi-temporal product ledger — one that records what happened and when you knew about it — is the only practical way to close these audit gaps without rebuilding for every new regulator.
These failures all point back to the same design flaw: multiple partial systems trying to behave like one, which is why the fix is architectural.
